Tokyoites are never prepared for the one big snowfall they get every year. It’s all about sensible shoes (and slowing down)
the pictures just show enough snow to build a snowman but not that much to block the whole city, is the weather that bad?
For that one day is was pretty bad, a lot of snow in a short amount of time. For a city that doesn’t really have (or need) any snow removal methods in place a foot of snow stalls city movement and flow. Much of the public transportation was delayed.
